Paul Bishop MBE (Executive Director)

Paul started his career as a professional seafarer at the age of 21 skippering yachts and sail training vessels around Europe and other parts of the world. He has competed as skipper in many Tall Ships Races since his first time in 1983. He became one of the youngest RYA Yachtmaster Examiners to be appointed in 1984 and has continued to be involved, serving on several RYA committees over the decades. He remains the youngest skipper to have ever completed a Tall Ships Trans-Atlantic Race series, when in 1984, he chartered the famous maxi yacht GBII and campaigned her in the 1984 Jacques Cartier commemoration race to Quebec.

He went on to become a life-long career sail trainer and Tall Ships Race organiser, starting with the Sail Training Association from 1987 to 1993 as their Assistant Race Director. He has had many other management and leadership roles within sail training organisations, including as the Operations Manager for the Island Cruising Club, the Director of the Rona Trust and as the first Business Manager for Sail Training UK (ASTO).

He joined Sail Training International as Head of Race Directorate in 2006 until 2020. During his 14 years with STI, he was responsible for future Tall Ships Race planning and the maritime technical aspects of these international events. He has worked with over 70 Tall Ships Race host ports all over the world as a Race Director and his extensive experience and specialist knowledge mean that he is able to provide unparallelled expert advice in all maritime technical aspects of running Tall Ships Races and Regattas.

He continues to remain deeply involved in the Tall Ships Races community with his new company, Tall Ships Global Consultancy Limited, and as a contracted freelance Race Director for Sail Training International. He is supported by a highly skilled and experienced Advisory Board.

When he is not working he can be found sailing and boating with friends and his wife Dawn.

Judy Harrison (Project Co-ordinator)

Since her earliest years Judy has sailed on the East Coast of England and North Sea, cruising extensively from the North Coast of Spain up to Norway and into The Baltic. She has a particular interest in traditional rig and historic craft.

Judy has had a lifelong involvement in sail training and Tall Ships Races, having first sailed as crew at the age of 17. Her grandfather sailed in the Tall Ships Race in 1966, and both Judy, her husband, and her two sons have all sailed in Tall Ships Races in a wide variety of craft.

Judy’s career in sail training has seen her sailing as a volunteer mate with Ocean Youth Club, and with Shaftesbury Homes on Arethusa, and more recently as staff skipper of Pioneer, an 1864 Skillinger Smack. Her professional sailing has also included 20 years as an RYA Yachtmaster Instructor, setting up and running her own RYA yachting school, and many years of teaching RYA theory courses. A Certificate in Higher Education in Charity Management led to a move into the administration of sail training charities, firstly as Operations Director at Adventures Offshore, and then as Assistant Executive Officer at Sea-Change Sailing Trust.

Judy retains her commercial ticket, and when not inspiring others to go to sea on sail-training boats she can be found sailing traditional boats for fun!

Advisory Board

Peter Cardy OBE (Chairman and governance)

Peter has a highly successful background in the Third Sector having been CEO of some of the top charities in the UK: Motor Neurone Disease Association, Multiple Sclerosis Society and Macmillan Cancer Support.

His life-long passion for sailing and the maritime industry led him to a change of direction and in 2001 he was appointed CEO of the UK Maritime and Coastguard Agency, part of the Department of Transport and then, his final full-time job as CEO of Sail Training International, organisers of The Tall Ships Races, before retiring in 2013.

Since retirement, Peter has given considerable time as a volunteer and has shared his expertise and experience with various groups and organisations. He was recently awarded an OBE which recognised more than a decade of work to support the Gosport community, including helping to start Gosport Marine Festival.

Ian Baker (Chief Technical Officer)

Ian has had a distinguished career in broadcast engineering, both at the BBC and other market-leading businesses. In 1992 Ian was appointed the BBC’s Head of Engineering, Post Production and Graphic Design, responsible for all engineering of editing facilities. Later he became Chief Technical Officer for BBC On-line and BBC Head of Technical Strategy. In 1999 he left to work for Avid Corp, a company that makes editing equipment, and in 2001 he set up his own independent broadcast engineering consultancy. He was also CTO for Amazing Media, a digital radio station and on-line music business.

In his free time he sails whenever he can, watches birds, walks the dog, and makes sure he enjoys himself. Ian has skippered in the Tall Ships Races twice, winning the Cutty Sark Bell in 1986. He was also an Ocean Youth Club relief skipper for 10 years.

Captain Paul Hailwood (Maritime risk mitigation and management)

Paul has a strong background in sail training and Tall Ships, having first sailed as crew on an Ocean Youth Club ketch then progressed to 1st Mate. This experience led to full time employment as mate and master aboard the brigantine Ji Fung in Hong Kong before accepting the privilege of master of the UK Sea Cadet brig T.S. Royalist. He is proud that his Master Mariner’s certificate is a mixture of merchant navy and sail training experience.

After working as a principal lecturer at Warsash Maritime Centre he went on to establish Hailwood Consultancy Ltd in 2000. This specialises in assisting shipping companies with the development and implementation of practical and efficient bridge procedures, including human factors.

Paul has also worked with many prestigious new-build ships and shipping companies, including Carnival Corporation, Royal Fleet Auxiliary and numerous other commercial tanker and dry cargo companies.

In addition to this work he conducts risk management surveys on large yachts for Lloyds of London underwriters. This has led to Paul being invited to sail as relief master on large private yachts and has built his reputation for risk mitigation.

Jon Lisby (International business and Finance Director)

Jon is a Fellow of both the Institute of Chartered Accountants in England and Wales (ICAEW) and the Chartered Institute of Internal Auditors. He is based in the UK but has been operating internationally for the past 15 years. Jon currently runs Global Alliance Advisory Services www.globalallianceadvisers.com, a consultancy focusing on international accounting and law networks.

From 2005 to 2019, Jon was CEO of Kreston International, the world’s 12th largest global network of independent accounting firms, covering 120 countries with 25,000 professional and support staff. He was awarded a '2020 Lifetime Achievement Award' from his colleagues in the global finance profession.

Previously, he was Managing Partner of Numerica LLP (now part of BDO), then the 14th largest UK national practice with 9 offices and 750 staff. Jon’s success has been recognised in the UK by the Institute of Chartered Accountants, being ranked in the Global Accountancy Power 50 (Economia magazine January 2016) and by internationally, receving the Lifetime Achievement Award at the 2020 International Accounting Bulletin Awards.

Away from work, Jon’s passion is cruising the English Channel in his Bavaria 37 Cruiser, “Warthog”. Jon is an RYA Offshore Yachtmaster.

Jane Vass OBE (Editorial, publishing and policy)

Jane Vass OBE has a background in writing, policy-making and consumer affairs, in the non-profit and charitable sectors. She was Head of the Financial and Economic Research Group at Which?, then started up her own consultancy, using research and analysis to speak up for those who are least likely to be heard in major policy debates. At the same time she worked on developing the UK’s longest-running personal taxation software.

She joined Age UK in 2006, becoming Director of Policy and Research in 2016. This involved working across many areas of Government and the private sector to ensure that the needs of older people were taken into account in policy-making. She was awarded the OBE for services to financial consumers in 2015.

After leaving Age UK in 2020, Jane has got involved in many areas of volunteering. She is delighted to contribute to this new venture, having taken part in the Tall Ships Races in the 1980s, and continued sailing ever since.
